HIV/AIDS/STI Director

Location: Millwood, Virginia
DIVISION: International Medical Operations
REPORTS TO: Chief Operating Officer

PURPOSE: Strengthen Project HOPE's capacity to design, implement, and
monitor programs focusing on HIV/AIDS/STIs, and assess the impact of HIV/AIDS/STI interventions and activities.

MAJOR DUTIES AND RESPONSIBILITIES:
Existing Field Programs

1. Review HIV/AIDS/STI prevention and intervention components of existing

programs worldwide, make recommendations for improvements, and assist Project HOPE in operationalizing the recommendations for implementation.
2. Visit selected international field sites, review HIV/AIDS/STI
activities, and provide feedback and recommendations for improvements. Assist HOPE staff in developing and implementing a strategic plan for integrating improvements.
3. Assessing existing programs without HIV/AIDS/STI activities for
possible integration of these activities. Provide recommendations for operationalizing HIV/AIDS/STI program integration.
4. Review new materials, guidelines, and technical reports and
disseminate
to headquarters and field staff, as appropriate. Process should include recommendations for utilization of disseminated materials.
5. Provide technical updates and orientation to staff at both the HQ,
regional, and field levels.
6. Assist field programs with linking with contractors and consultants to

enhance the quality and scope of their HIV/AIDS/STI activities.

Strategic Planning

1. Assist Project HOPE headquarters and field staff in developing
strategic objectives and a long-term strategic plan in the areas of 1) HIV/AIDS/STI behavior change and prevention; 2) treatment and management of HIV/AIDS/STI and related illnesses (TB, etc.) in health facilities and in the community, and 3) promoting polices and developing operational procedures to

decrease the transmission and mitigate the impact HIV/AIDS/STIs.
2. In collaboration with relevant staff, develop yearly operational plans

for HIV/AIDS/STI efforts which include operationalization of new efforts and

professional development for capacity building.
3. Develop partnerships with USAID CAs and other organizations (for
example, CDC, WHO) to strengthen HOPE's technical capabilities in HIV/AIDS/STI behavior change and prevention, case management, and control of

these diseases.
4. Work with CAs to strengthen existing and new HOPE programs related to
HIV/AIDS/STIs through operations research, technical trainings, networking, and other relevant activities.

New Program Development

1. In collaboration with relevant HOPE staff, develop program ideas and
proposals to enhance HOPE's capacity to implement programs focusing on the prevention of HIV/AIDS/STIs, behavior change, case management and treatment,

infection control, adult learning, and community participation.
2. Submit proposals to foundations and other donors.
3. Participate as a team member in the development of new HOPE proposals,

taking responsibility for designing components relating to HIV/AIDS/STIs within larger scopes of activities.
4. Develop proposals and seek funding for HIV/AIDS/STI management and
other reproductive health activities in countries where HOPE is actively pursuing new programs.
5. Develop partnerships with host country institutions to strengthen
their
capacity to prevent and treat HIV/AIDS/STIs and assist them to develop policies and procedures to decrease transmission rates and mitigate the social impact of these diseases.

Other Responsibilities

1. Submit quarterly activity reports to the Vice President of the
International Division.
2. Develop operational plans, as requested.
3. Assist with other HOPE activities, as requested by the Vice President
of the International Division.

PRIORITY PROJECTS:
Existing and potential priority HOPE projects on which this position may
include:
1. Malawi HIV/AIDS in the Workplace with the Department of Labor
2. HOPE programs/projects in other regions.

KNOWLEDGE, SKILLS, AND ABILITIES:
1. MPH or other relevant degree
2. 3-5 years experience in international health programming and
implementation of HIV/AIDS/STI and behavior change programs
3. Excellent communication skills in English
4. Experience with adult education methodologies
5. French, Spanish, Portuguese, Russian and/or Arabic language skills
highly desirable
6. Excellent interpersonal skills and the ability to work both as a team
member and independently
7. Willing to travel 25-30% of time
