In the event of a delegate not receiving all circulated papers the Secretary General should be notified no later than 1 January 2002 to enable additional copies to be made available in Vienna. A separate letter will be circulated to all Council Delegates listing all papers that have been sent to them.

NOTE:

This form must be completed and returned to the Secretary General at Headquarters by 15 October 2001. Registration of delegates is to take place on Monday 8 April between 09.00 and 17.00.

Requests for Observer status are welcome on separate (enclosed) papers.

Information / Guidance

1. Delegates to Council

(Constitution paragraph 14) The Council shall consist of:

(iii) delegates from each Association in membership with the Confederation, the number of such delegates to be determinate by the Council. The number of delegates from an Association shall be in addition to officers of the Confederation and Regional Representatives where these officers are members of that Association.

(Constitution paragraph 39) Qualification for office:

39 No person shall be appointed or remain as an officer of the Confederation, a Regional Representative or a Delegate to any Council meeting unless she is a member of an Association enjoying full rights.

And Byelaws paragraph 13 VOTING DELEGATES Constitution paragraph 14 (iii)

Each fully paid up Member Association shall be restricted to two Delegates and two votes at an International Council meeting, irrespective of the size of the Association. Where only one Delegate is able to attend, she may cast the Association’s two votes.

· Each Member Association in invited to send two delegates to the Council Meeting.

· Delegates will have full right to vote, the Association they represent has to have fully paid its membership fees to the Confederation.

· Each Member Association has two votes. If an Association is only able to send one Delegate that Delegate may cast the two votes.
